Republicans are always talking about ditching this or that federal safety-net program in favor of ‘block grants’: fixed piles of cash each year. Block grants are a perennial Republican solution to entitlements. There’s a good argument that Mueller’s investigation into Trump’s Russian connections is the intentional result of a complicated Russian plot.
